The site plan: what annex 2 actually requires

Scale, the Stereo 70 system, the cadastre visa and two photographs. Plus the condition everyone misses: all the public space the plot touches.

The site plan is the piece that comes back from the counter most often, and rarely because of the drawing. It comes back over a coverage condition written at the end of the paragraph.

That the plan is part of the permit documentation is visible on the PAC page. What follows are the requirements of annex 2, read as they stand.

The requirements that are easy to check

Electronic format, at an accuracy matching a scale of 1:1,000 or 1:500. The Stereo 70 coordinate system. Endorsed by the territorial cadastre and land registry office.

The plan shows the cadastral limits of the properties, the contour lines, existing buildings with their ridge and eaves levels, existing landscaping and planting, the public equipment serving the plot, the accesses and the fencing. And it comes with at least two relevant photographs.

The photographs are required by the text, not by local habit. They are also the first thing forgotten.

The coverage condition

The last sentence is the one that gets dossiers rejected: the plan must fully cover the public space the plot is in contact with, the space the access is made from, and the neighbouring properties, showing the existing state of the adjacent buildings.

A survey taken strictly to the plot boundary respects the scale, the system and the visa, and still fails that sentence. This is not a matter of a few extra metres: the street you enter from and the neighbours, with what they have already built, have to be on the drawing.

The proposed state is drawn over the current one

The plan showing the proposed state is produced at the same scale and in the same system, using the current-state plan as its base. It is not an independent drawing, and that matters when commissioning: if the survey is incomplete, both are affected. What the measurement underneath has to contain, and the three conditions that come before its content, are in the topographic study.

The simplified rural version has different coverage

For rural single-family homes that qualify for the simplified content, annex 3 phrases coverage differently: an area no smaller than the zone defined by a distance of at least 25 m from all cadastral limits of the property. Different thresholds, different annexes, and the same split shows up in the written pieces, in the technical report model and the wrong annex. The simplified content is covered in the permit project is not the build project, the ground studies in geotechnical study or expert report, and what follows filing in what happens after you file.
