The topographic study is the sheet everything else is drawn on top of. When it comes back incomplete, it is not one drawing that fails but everything resting on it, and the correction usually means a second visit to the site.
What the site plan drawn over it has to show is in the site plan. This looks at the measurement underneath, which has conditions of its own, in article 265.
It is not part of the project, it is complementary documentation
Article 265 paragraph (1) puts specialist studies in a separate category: complementary documentation, requested through the urbanism certificate, whose preparation or procurement falls to the permit applicant. These are not pieces the designer produces at a desk. They are things you order.
Paragraph (2) lists them without the list being exhaustive, and the topographic study is letter d). Its neighbour on that list, the geotechnical study, is letter a), which we covered in geotechnical study or expert report.
Three conditions checked before any content
Letter d) sets three filters before it reaches what the study must contain.
First, the system: Stereo 70 coordinates. Second, who produces it: a person authorised by the National Agency for Cadastre and Land Registration. Third, and this is the one that catches people: the study must be accepted by ANCPI, through its competent territorial offices.
Acceptance is not the surveyor’s signature. It is a separate administrative step with its own timeline, and a study that is technically sound but not accepted does not meet the condition. It is the cheapest check you can run on a file, and you run it by looking for the acceptance number, not for a stamp.
What has to appear on it
The rest of letter d) is a list of things on the ground, not in an office. The study is identified by the cadastral number for which the urbanism certificate was issued, shows the relief, and describes the plot through the determining topographic elements: area, side lengths, angles.
On top of that, the law explicitly asks for:
- the position and ridge height of the neighbouring party walls
- the position of fixed and mobile setting-out marks
- the elements of the utility networks, underground and overhead
- connection and service manholes
- electricity and lighting poles
- fences, dimensioned vertically
- trees with relevant levels
The ridge height of the neighbour’s party wall is the item that most often sends the team back to site. It cannot be measured from the street and cannot be inferred from an orthophoto, and without it you cannot demonstrate alignment to the cornice or draw the junction to the party wall correctly.
Where the gap shows
A thin topographic study does not announce itself. It shows up later, in two places: in the site plan, which cannot show what was never measured, and in the discussion about fitting the local rules, where the neighbours’ levels are exactly what is missing. How far the checking of those sheets goes depends on the consequence class.

An order, not a formality
Order the topographic study early, because it delays everything if it arrives late, and check it on three things that have nothing to do with the quality of the drawing: the coordinate system, the authorisation of whoever produced it, and ANCPI acceptance. Only once those pass is there any point looking at the content.
