Reception at the completion of works
The last stage of an authorised building: how the reception is organised, which documents are signed, and what remains to be done afterwards.
The reception at the completion of works is the set of activities for testing functionality and assessing compliance, through which the completion of the works is certified and the building is put into use.
What it involves
The site manager hands over to the owner the technical book of the building and the maintenance and component-service-life manual, drawn up under the investor's care, after which the formal reception takes place.

- The designers' opinion, for each specialty.
- The site manager's opinion.

- The technical book of the building.
- The use and maintenance manual by category of activity, material, structural element and equipment, with instructions for monitoring behaviour over time.
- The operator training records for the use of the equipment and installations.

The rule on hook-ups
The reception at the completion of works takes place only together with the reception of the hook-ups to technical-utility infrastructure, for individual and collective housing developments, public-utility buildings and access roads.
The technical book of the building
Drawing up the technical book in electronic format is mandatory, and it is uploaded to the National Construction Register. It is prepared under the developer's care and handed over to the beneficiary.
When the building changes ownership, the technical book is handed over to the new owner, in physical and digital format. The new owner is required to keep it up to date. For owners' associations, the technical book is kept and updated by the administrator.
The warranty period
It is set through the contract with the contractor, according to the consequence class of the building, with the following minimum durations:
- 5 years for buildings in classes CC3 and CC4.
- 3 years for buildings in class CC2.
- 1 year for buildings in class CC1.
- 2 years for planting works.
If the warranty period is not set in the contract, the minimum duration above applies automatically. The contractor is required to remedy hidden defects that arise during the warranty period.
Reception of works carried out through notificare
For works carried out under the simplified notificare procedure, the reception takes place between the contractor, the beneficiary and a representative of the town hall. A copy of the report is registered in the National Construction Register, an obligation that falls to the beneficiary. Until the register becomes operational, the copy is sent to I.S.C., physically or by e-mail (art. 298 para. 6). Registration in the land book is made based on proof that the notificare was submitted and that the register entry was verified.
Partial receptions
Partial receptions can be carried out under the conditions of the Codul urbanismului, including for works already in progress on 25 August 2026.
