Ghișeul unic național

The Codul urbanismului introduces the Ghișeul unic național, the digital platform through which urban-planning and building-permit documents will be filed and issued. It does not go live when the code takes effect: it activates in stages, over 5 years, as each town hall integrates its plans into the platform (art. 139 para. 1, para. 8).

Where you file today

  • You file the documentation at the office of the competent public authority, usually the town hall, or through the Ghișeul unic național, but only once it becomes operational; until then, the ghișeu is not an option (art. 270 para. 1).
  • If your town hall runs its own digital platform, coordinated with the national platform, you can use that (art. 137 para. 2).
  • For avize requested through the Single Approval Commission (Comisia de acord unic), the documentation is sent by email to all Commission members, until the platform is operational (art. 269 para. 2, art. 306(a),(e)).

What the Ghișeul unic național is

The Ghișeul unic național de autorizare a construcțiilor is the digital platform of public interest through which applicants and the competent public authorities exchange documentation, for the acts informing on territorial and urban planning, and for authorising building works (art. 139 para. 1).

It is one of the two components of the national platform for urban and territorial planning and building authorisation, set up by the ministry responsible for the field; the other is the Geoportalul național de urbanism, which publishes the approved territorial and urban planning documents (art. 137 para. 1, para. 3).

What it will allow

Once operational, the ghișeu will let applicants and authorities (art. 139 para. 3):

  • send and receive the documentation for the acts informing on territorial planning and urban planning documentation;
  • send and receive the documentation needed to authorise building works;
  • communicate directly about the clarifications and changes the submitted documentation needs;
  • set up the consultations on the documents, information and additions needed to issue the building permit;
  • issue and receive the building or demolition permit.

Who will have access

Access will run through authentication, on secured levels with differentiated grades, for (art. 139 para. 4):

  • central public administration authorities and institutions;
  • local public administration authorities and institutions;
  • institutions and entities holding databases of public interest, such as utility-network operators;
  • certified professionals or those registered in the national registers, drafters of territorial and urban planning documentation, drafters of investment projects, plus lawyers, notaries, bailiffs and insolvency practitioners;
  • citizens.

When it arrives

  • Operationalisation happens in stages, over 5 years from the code's publication (Monitorul Oficial no. 661 of 10 August 2026), so at the latest by 2031, as each administrative-territorial unit integrates its urban plan and local urbanism regulation into the platform, in GIS format (art. 139 para. 8, art. 138 para. 5).
  • It does not start everywhere at once: each town hall gets its own section in the ghișeu once it finishes that integration.
  • At the end of the 5 years, using the ghișeu becomes mandatory for every public authority and for every entity that issues avize and acorduri, even where a town hall's GIS integration is not finished; the missing information gets filled in as it is digitised (art. 139 para. 9).
  • Today, the code does not oblige the applicant to file through the ghișeu: the obligation in art. 139 para. (9) is on authorities and on the entities that issue avize and acorduri, not on you. What happens after the 5 years, the code does not say.

Until then

  • Administrative procedures can keep running under the legislation in force, until the obligation to use the ghișeu becomes applicable (art. 139 para. 10).
  • You file at the office of the competent authority or, if your town hall runs its own digital platform, through it, coordinated with the national platform (art. 270 para. 1, art. 137 para. 2).
  • For avize through the Single Approval Commission (Comisia de acord unic), authorities work through their own digital platforms or through their own secretariat's email, until the ghișeu is operational (art. 306(e)).
  • For permits issued on the urgent track, delivery to the applicant can already be digital; the law also provides for delivery through the Ghișeul unic național, as an option for when it is working (art. 273 para. 2).
  • Once a town hall's section of the ghișeu is working, the chief architect is responsible for running it, under the coordination of the mayor or the county council president (art. 125 para. 3).

Not to be confused with www.ghiseul.ro

The names look alike, but these are two different services. www.ghiseul.ro is the national portal for paying taxes and fees to public institutions, including the fees for the avize and acorduri required by the certificat de urbanism, which is where this site sends you too. The Ghișeul unic național is a different, and for now future, platform: it will be where urban-planning and building-authorisation acts are filed and issued, not where payments happen.

Frequently asked questions

Do I have to file online, through the ghișeu, from 25 August?

No. The obligation to use the Ghișeul unic național falls on public authorities and on the entities that issue avize and acorduri, not on the applicant, and it only becomes applicable once 5 years have passed since the code's publication, not when the code takes effect. Today, the code does not oblige the applicant to file through the ghișeu; you can file at the office of the competent authority or, where your town hall has one, through its own digital platform, coordinated with the national platform.

When will the Ghișeul unic național work?

In stages, over 5 years from the code's publication in the Monitorul Oficial, so at the latest by 2031, as each administrative-territorial unit integrates its urban plan and local urbanism regulation into GIS format. It does not start everywhere at once: each town hall gets its own section once it finishes that integration, and at the end of the 5 years using it becomes mandatory for every authority and every entity that issues avize and acorduri, even where the integration is not finished.

What if my town hall already has its own platform?

You can use it. The code lets local authorities run their own digital urban-planning and authorisation platforms, provided they correlate and coordinate with the national platform, which the Geoportalul național de urbanism and the Ghișeul unic național are both part of.

Is the Ghișeul unic național the same thing as ghiseul.ro?

No. www.ghiseul.ro is the national payments portal, where you pay taxes and fees to public institutions, including the fees for the avize and acorduri required by the certificat de urbanism. The Ghișeul unic național is a different, and for now future, platform: it will be where urban-planning and building-authorisation acts are filed and issued, not where payments happen.

Who will be able to access the Ghișeul unic național?
