The ISU fire safety approval
Not every project needs one, and the urbanism certificate is what tells you whether yours does. Here is how it connects to the rest of the file.

The urbanism code applies from 25 August 2026. If you already have an urbanism certificate issued before that date, the approvals it requires follow the rules in force when it was issued.

The fire safety aviz and authorisation are issued by the General Inspectorate for Emergency Situations, through the county inspectorates, as the specialist authority for defending life, property and the environment against fires.
What ISU does in the construction process
- Issues approvals and authorisations on fire safety and civil protection, under Law 307/2006 on fire defence and Law 481/2004 on civil protection.
- Checks compliance with the provisions of the approvals it issues, as well as with fire defence measures at investment objectives.
- Takes part in the reception commissions for buildings and their related installations.
Deadlines
ISU is one of the issuing authorities to which the general rules of the Codul urbanismului apply: a deadline of at most 15 days from filing the request, or at most 15 days from the documentation being reviewed by the specialist commission, if the procedure requires this.
If the approval is not issued within the deadline and you have received neither a request for clarification nor a reasoned rejection, the tacit approval rule applies: the documentation is considered complete and the approval is considered granted.
PSI works without a permit
Intervention works for implementing fire prevention and extinguishing measures (installing the specific systems, with a view to obtaining the fire safety authorisation) can be carried out without any authorisation formality, if they are carried out on existing buildings outside protected built-up areas.
In monument protection zones and protected built-up areas, the same works can be carried out on the basis of prior notificare, with the written approval of the culture directorate, but only if the building is not a classified historic monument or in the process of being classified, and has no architectural or historic value established through the urbanism documentation (art. 294 para. 3).

Frequently asked questions
Do I need an ISU approval for my house?
It depends on the project. The urbanism certificate issued for your case lists the approvals required, and the fire safety approval appears there only if the project falls into the categories it is required for. The certificate is the source, not an assumption.
Who issues the fire safety approval?
The emergency situations inspectorate of the county the property sits in. For Târgu Mureș, that is ISU Mureș.
Can I file the permit application without it?
Not if the urbanism certificate lists it among the required approvals. A file submitted without an approval the certificate required is incomplete and delays the permit.
Should I request it before or after PAC?
The documentation for the approval comes from the design, so it makes sense once the designer has settled the fire safety solutions. Requested too early, you have nothing to submit.
What does it cost and how long does it take?
The general rules of the Codul urbanismului apply: at most 15 days from filing the request, or at most 15 days from review by the specialist commission, if the procedure requires it. The fee is set by the issuing inspectorate.
Is the ISU approval the same as the fire safety authorisation?
They are two different things. The approval belongs to the design stage, before the building permit, while the fire safety authorisation is usually obtained when the building is brought into use. Confirm with your county inspectorate which one applies to you and when.
