The urbanism code applies from 25 August 2026. If you already have an urbanism certificate issued before that date, the approvals it requires follow the rules in force when it was issued.
Your application will follow the new rules (CATUC), in force from 25 August 2026.

The avize required for the building permit can be obtained through two routes. The exact list of avize required for your project is specified in the certificat de urbanism, grouped by the two routes.
Route 1: through the Single Approval Commission
You submit the documentation once. The Commission notifies all the issuing authorities and coordinates the process, then issues a single approval. The route is optional, and art. 269 para. (1) leaves outside it the environmental authority's point of view or administrative act, the water management aviz, the Ministry of Culture aviz and the neighbours' agreement, which are obtained separately anyway.
- Deadline: 30 calendar days from submitting the complete and correct documentation.
- If the documentation is incomplete, you are notified within 5 working days.
- Single Approval Commissions are set up and operate at the level of each county, and authorities had 45 working days from the publication of the Code to organise them, so check with your town hall whether yours is already running. Art. 269 para. (6) makes it mandatory to set up, at minimum, one commission at the county council and one at the county-seat municipality; art. 305 para. (1) separately extends the obligation to every municipality and to the sectors of the municipality of Bucharest. For other local authorities, setting one up stays optional.
Route 2: individually, at each institution
You go directly to each issuing authority. Deadlines:
- General deadline: at most 15 days from submitting the request.
- Environmental authority: at most 15 days from completing the specific environmental procedures.
- Authority for the protection of historic monuments: at most 30 days from the documentation being analysed by the specialist commission.
- Central authorities whose procedure requires analysis by a specialist commission: at most 15 days from the commission's analysis.
- Romanian Civil Aeronautical Authority: at most 30 days from submission.
If you're asked for clarifications
The issuing authority may request additions or changes only once, with reasons given. You have at most 60 days to respond, otherwise the aviz procedure starts over from scratch. After you send your response, the issuing authority has 15 days to issue the aviz or reject it with reasons.
If the institution doesn't respond in time
If the issuing authority does not issue the aviz, does not request clarifications and does not reject it with reasons within the deadlines above, the documentation is considered complete and the aviz is considered granted. You can continue the authorisation procedure based on a declaration on your own responsibility that you received no response. An aviz issued after you have invoked tacit approval no longer produces legal effects.
Exception: documentation submitted to institutions in the national defence, public order and national security system (the Romanian Intelligence Service, the Foreign Intelligence Service, the Protection and Guard Service, the Ministry of National Defence, the Ministry of Internal Affairs, the Ministry of Justice and the National Administration of State Reserves) does not benefit from tacit approval. The silence of these institutions does not count as an aviz.
Avize that are no longer required
The public health aviz is no longer required for: works on new or existing single-family homes, household annexes, fences and the placement of advertising installations, except where the law expressly requires a health impact assessment study.
