The request for issuing a building or demolition permit is filed on the form approved by order of the minister for development. The model below, F.8, is the one from the previous regulation: read the update under it before you file. It is used once you hold the urbanism certificate, the avize it requires and the PAC technical documentation prepared by the proiectant.

Update, 26 August 2026. From 26 August 2026 the forms approved by Order no. 975/2026 of the Ministry of Development apply, replacing the models from Ordinul 839/2009. Applications filed before that date are decided on the forms valid when they were submitted. The form below is the one from the previous rules, which many primării still accept: ask your local town hall which form it takes today. We could not verify the order against the official source, so treat this as press reporting.

Step by step: filling in and filing the F.8 request
- Fill in the applicant and property details
Exactly as they appear on the title deeds, so the request and the file do not disagree.
- Describe the works you are applying for
In line with the design prepared by the architect, using the same wording as the technical documentation.
- Enter the declared value of the works
The authorisation fee is calculated from it. A realistic figure simplifies the reconciliation once the works are finished.
- List the avize obtained
The avize and agreements required by the urbanism certificate, each with its number and date.
- Tick and attach the documents
A copy of the urbanism certificate, the title deeds, the PAC technical documentation, the avize, any studies required and proof of payment.

What the F.8 form is
F.8 was the official request model for issuing a building or demolition permit. It is an annex to Ordinul 839/2009, repealed on 25 August 2026 by art. 576 of the Codul urbanismului. It covers the applicant data, the property data, the description of the works you are asking to authorise, the declared value of the works and the list of attached documents. It is the administrative piece that opens the permitting file.
How to fill in the request
Fill in the applicant and property data exactly as in the ownership documents, then describe the works you are requesting the permit for, in line with the project prepared by the proiectant. Enter the declared value of the works, because the permit fee is calculated from it, and list the avize you obtained. At the end you tick the attached documents.
What is attached to the request
The dossier generally includes the urbanism certificate, an updated cadastral plan extract and land registry extract no older than 30 days, proof that the project is registered with the Romanian Order of Architects, the PAC technical documentation, the environmental authority's point of view, the other avize and agreements required by the certificate, the expertise on influence over neighbouring properties where applicable, the general cost estimate with the execution period and investment value, and proof of paying the fees. The opis of the pieces helps you check that nothing is missing before filing.
Declared value and the fee
The declared value of the works in the request is the basis for the permit fee, which is 0.5% for residential buildings and annexes and 1% for other constructions, under the Fiscal Code. After the works are finished the fee is regularised against the real value of the investment, so a realistic declared value makes the final stage simpler.

Frequently asked questions
When do I use the F.8 form?
After you have obtained the urbanism certificate, the avize it requires and the PAC technical documentation. F.8 is the request through which you file the dossier for issuing the permit.
What value of the works do I enter?
The declared or estimated value of the works, established together with the proiectant. The permit fee is calculated from it, and at the end the fee is regularised against the real value.
Can I file the request without a proiectant?
You can fill in the request yourself, but the attached technical documentation must be prepared and signed by licensed specialists. Without it, the dossier is not complete.
Is the form the same across the country?
From 26 August 2026 the models approved by Ordinul 975/2026 apply. F.8, from the previous regulation, is still accepted by some town halls, and others publish their own printed variants. Check the website of the town hall where you file.
