The request for issuing a certificat de urbanism is filed on the form approved by order of the minister for development. The model below, F.1, is the one from the previous regulation: read the update under it before you file. Update, 26 August 2026. From 26 August 2026 the forms approved by Order no. 975/2026 of the Ministry of Development apply, replacing the models from Ordinul 839/2009. Applications filed before that date are decided on the forms valid when they were submitted. The form below is the one from the previous rules, which many primării still accept: ask your local town hall which form it takes today. We could not verify the order against the official source, so treat this as press reporting.

Step by step: filling in and filing the F.1 request

  1. Fill in the applicant details

    The applicant name and contact details, as they appear on the ID document or the company records.

  2. Enter the property details

    Address, cadastral number, land registry number and plot area, exactly as they appear on the land registry extract.

  3. State the purpose clearly

    Information, building a home, extension, demolition or other works. The stated purpose determines which avize the certificate will list.

  4. Attach the required drawings

    The site plan and the location plan, taken from the cadastral documentation and endorsed by the cadastre office.

  5. Pay the fee and attach the proof

    The fee is set by the city hall. Proof of payment goes into the file and is listed in the annexes section of the request.

  6. Check the details and file it

    Compare the cadastral data against the title deeds, then file at the city hall for the area the property sits in.

What the F.1 form is

F.1 was the official request model for issuing the urbanism certificate, used by town halls across the country. It is an annex to Ordinul 839/2009, repealed on 25 August 2026 by art. 576 of the Codul urbanismului. It gathers the applicant data, the identification data of the property, the purpose for which you request the certificate and the list of annexes filed. Some town halls publish their own printed version, but the structure stays the same.

How to fill in the request

Fill in the name and contact details of the applicant, then the address of the property, the cadastral number and the land registry number, exactly as they appear in the land registry extract. Add the surface of the plot and the purpose of the request, stated clearly: information, building a house, extension, demolition or another type of work. The declared purpose matters, because it determines which avize the issued certificate will list.

What you attach to the request

As a rule you attach the site plan and the zone plan, extracted from the cadastral documentation and endorsed by the cadastre office, together with proof of paying the fee. Depending on the declared purpose and on the practice of the town hall, other documents may be required. The exact list of annexes is written in the request, in the dedicated section.

Common mistakes

The most frequent problems are a vaguely worded purpose, cadastral data that does not match the land registry extract, plans at the wrong scale, or a missing proof of payment. Any of these can delay the file or lead to a certificate that does not serve you at the next stage. Check the data against the ownership documents before filing.
