The permit project is not the build project

What you commission for the permit and what you commission to build are two different phases. Plus the simplified content for small rural houses.

The most expensive misunderstanding between a client and a designer is not about price. It is about what exactly gets delivered for the money, and the code splits it explicitly into two phases.

What the permit documentation contains is on the PAC page. This looks at the boundary between it and the phase that follows, because that is where the arguments start.

Authorisation and execution are different phases

Article 503 paragraph (6) says the permit documentation integrates the solutions settled at the previous stage of the project into a final configuration, from the point of view of authorising construction. Paragraph (7) sends it onward: it is developed technically at the next stage, meaning the technical execution project and the execution details.

The condition in that same paragraph (7) is that the development happens without modifying the basic technical elements defined at the previous stage. The execution project details, it does not redesign.

What that means when you sign

That “the house project” describes two deliverables, at two moments. A contract that stops at the permit is complete and correct, and still does not give the builder what the site needs.

And if you want to change something substantial between permit and execution, the condition above says the execution phase is not where it happens. We wrote separately about the modification permit, which is the route provided for it.

The exception for small rural houses

For single-family homes of at most ground floor plus attic, with a built area of at most 150 sqm, located in a rural area, the simplified content framework in annex 3 applies, in which the architecture project carries a summary memo rather than a full technical memo.

The three conditions are cumulative: the height regime, the area, and the rural location. A 150 sqm house on the edge of a town does not qualify, however small it is. How far the content of that one piece differs from annex to annex is covered in the technical report model and the wrong annex.

Worth asking before you sign

Whether the quote covers only authorisation or the execution phase as well, and whether the home qualifies for the simplified content, because that changes the designer’s workload. Who may sign each piece was covered in who signs the project, and the documentation that closes the cycle in the electronic building logbook. Another piece that grows in the next phase is the fire-safety scenario. The same holds for the installations, presented in principle at permit stage: installations in the permit dossier.
