The urbanism code applies from 25 August 2026. If you already have an urbanism certificate issued before that date, the approvals it requires follow the rules in force when it was issued.

The urbanism certificate can also be requested purely to inform yourself, without having a project yet. It is the simplest way to learn what can be built on a plot before you buy it, or before you pay a designer.

Who can request it and in how long

  • It can be requested by any interested individual or legal entity: you don't need to be the owner.
  • Any number of informational certificates can be issued for the same property, and the content is identical for all applicants.
  • Deadline: 5 working days if the town hall has a functioning IT system, in which case it is issued automatically, with an electronic seal. Until the IT system is functioning: 10 working days.
  • It is issued in written or digital format, at your choice, stated on the standard request form.

What it contains

  • The legal regime: ownership right and other real rights, public-utility easements, whether the land is inside or outside the built-up area, whether the property is in a protected zone or has building restrictions, whether it is a historic monument.
  • The economic regime: current use, permitted or prohibited functions, tax rules specific to the area.
  • The technical regime: the reference territorial unit, the functional zone, POT, CUT, the minimum and maximum plot dimensions, the provision of roads and parking, the alignment of the land and buildings, the minimum and maximum permitted heights.
  • Information about the utility networks in the area, including an extract from the GIS system.
  • A location plan within the applicable urban planning documentation.

Frequently asked questions

Does the informational certificate let me build?

No. It is an information document about the land regime. To execute works you need a building permit, obtained on the basis of a complete dossier.

Can I request it for a plot that is not mine?

The urbanism certificate can be requested by any interested person, precisely because it has an informational character. The concrete filing conditions are checked with the issuing town hall.

How much does it cost?

The fee is set by the local council according to the surface of the plot, with a reduced value in rural areas. The exact amount is confirmed by the town hall where you file the request.

How long is it valid?

The validity is stated on the issued certificate. The certificat de urbanism de informare cannot be extended at all: a new one must be requested when it expires, since the law does not provide for an extension for this type of certificate. An extension, once only and for at most 24 months, is only possible for the certificat de urbanism for building or demolition.
