The Single Approval Commission, explained

What it is and which avize it covers

The Single Approval Commission issues, as a single approval, the avize and acorduri set out in art. 266 para. (2): except the environmental point of view or agreement or the Natura 2000 aviz, the water-management aviz, the aviz issued by the Ministry of Culture or its deconcentrated services, and the agreement of neighbours or owners' associations.

• What stays inside the single approval includes, among others: the connection agreement to the communications network, the avize of the institutions in the national defence, public order and national security system for construction near special-status objectives, the siting aviz for utilities, the Seveso aviz, the fire-safety and civil-protection aviz, and the public-health aviz.
• Going through the Single Approval Commission is optional: it applies only if the applicant for the building permit has opted to obtain the avize this way.

How it works

• You submit the documentation, signed with a qualified electronic signature, once, through the national platform for urban and territorial planning and building authorisation, which notifies every issuing authority listed in the certificat de urbanism; until the platform is operational, the documentation is sent by email to all Commission members.
• The avize and acorduri are issued within 30 calendar days of submitting the complete and correct documentation.
• If the documentation is incomplete, you are notified within 5 working days of registration, through the single point of contact or by email.
• Once every aviz and acord has been issued, the Single Approval Commission issues the single approval.

Where it exists

Single Approval Commissions are set up at the level of each county. Two articles of the Code describe differently where it is mandatory, so we show you both provisions:

• Art. 269 para. (6) makes it mandatory to set up, at minimum, one commission at the county council and one at the county-seat municipality; setting one up at other municipalities, towns, metropolitan areas or administrative consortia is optional.
• Art. 305 para. (1) separately extends the obligation: authorities at county level, at municipality level and at the level of the sectors of the municipality of Bucharest must organise a Single Approval Commission.
• For other local authorities, organising the commission is optional (art. 305 para. 2); where one has not been set up, its duties are carried out, under a cooperation agreement with the local authority, by the county council's commission (art. 305 para. 3).
• The municipal commission has jurisdiction over its entire metropolitan territory; the county commission covers the rest of the county, except areas that already have their own commission.

Who sits on the commission

• Specialists from the local public authority's own apparatus, who also provide the commission's secretariat.
• Delegated representatives of the companies that manage or supply urban utilities.
• Representatives of the deconcentrated services for fire prevention and firefighting, prevention of major accidents involving dangerous substances (Seveso), civil protection and public-health protection.
• Representatives of other relevant issuing institutions, as applicable.

The secretariat is organised within the specialist structure led by the chief architect. The commission is permanent and normally works electronically, with working meetings at the town hall or county council premises when needed.

The individual route, as an alternative

You can also choose the individual route, going directly to each issuing authority, outside the Single Approval Commission:

• General deadline: at most 15 days from submitting the request.
• Environmental authority: at most 15 days from completing the specific environmental procedures.
• Authority for the protection of historic monuments: at most 30 days from the documentation being analysed by the specialist commission.
• Central authorities whose procedure requires analysis by a specialist commission: at most 15 days from the commission's analysis.
• Romanian Civil Aeronautical Authority: at most 30 days from submission.

The fees

• The fees for the avize and acorduri required by the certificat de urbanism are borne by you, as the applicant; the amounts are set by the issuer of each one, under the rules specific to its field.
• You pay them through www.ghiseul.ro, into a collector account, from which the amounts reach the issuing authorities within 24 hours.
• County and local councils can separately set a special fee for issuing the single approval, under the Fiscal Code.

By when it must exist

Local authorities have 45 working days from the Codul urbanismului's publication (10 August 2026), an estimate that lands around 12 October 2026, to organise and bring online both the local commission for integrated review of spatial and urban-planning documentation and the Single Approval Commission.
