What is PAC
The law defines it as the project prepared for issuing the building permit, drawn up by specialist technical teams according to the nature of the works, and adopted and signed by qualified technical staff in architecture, urbanism, construction and building installations. Adopting a project prepared by someone else is forbidden.
What PAC contains
- Site location plan.
- Site plan showing the current situation, with at least two relevant photographs.
- Site plan showing the proposed situation.
- The architecture project (for buildings): technical memoriu and drawings.
- The engineering project: speciality technical memorii, calculation notes, geotechnical survey, survey of the impact on neighbouring properties, drawings.
- Plan of the underground structures, marking utility connections to the technical infrastructure.
What happens after PAC
PAC brings the solutions set at the concept stage into a final configuration for the purpose of authorisation. Once the permit is obtained, PAC is developed further, technically, in the next stage: the execution technical project (PTh) and the execution details (DE), without changing the basic technical elements set in PAC.
PAC, PAD and the technical project
PAC authorises construction works, while PAD (formerly DTAD) is the equivalent for demolition. The execution technical project later details the PAC solution to the level at which the builder can execute the works. The natural order is: certificat de urbanism, avize, PAC and permit, then the technical project and the start of works.

The full journey looks like this: you obtain the certificat de urbanism, gather the avize and agreements it requires, the proiectant prepares the PAC, and you submit the dossier with the permit request on the F.8 form.
