The question usually comes from an installer rather than an architect: what installations design is needed for the permit. The answer in annex 2 is smaller than most people expect.

In principle, not for execution
Point 1.6.5.1 of annex 2 requires the drawings to present the structural and installations solutions in principle, through schemes, tables and sketches, for buildings in classes CC2 and CC3.
The specialist technical memos point the same way: they describe the estimated principled solutions of the various components, structure and resistance, installations as the case may be, plus any special conditions or limitations.
The word doing all the work is principial, in principle. At permit stage you show the solution, not its execution.
What that means when commissioning
That a complete installations design, with dimensioned routes and material schedules, is not what gets filed at the town hall. That belongs to the next phase, covered in the permit project is not the build project.
The practical consequence is money and calendar: commissioning the execution phase before the permit pays early for a solution that approvals can still change.
The threshold is the consequence class
The wording at 1.6.5.1 does not say all buildings, it says CC2 and CC3. And the calculation summary at 1.6.4, with principled structural schemes and the dimensions of the main elements, is required for CC3 and CC4.
The consequence class decides here too, exactly as it decides whether the project needs a checker, a link set out in when a project checker is actually required. The first question on any quote remains which class the building falls into, and who assigns it and on what criteria is in the consequence class.
The case with no public networks
Annex 2 adds a condition that is easy to miss: where public utility networks are absent, the project must show the building’s own installations, particularly those for water supply and sewerage.
On a plot with no connection the installations part does not disappear, it changes subject. The private source and the discharge become the subject of the drawings.
The underground works plan
The plan for underground works belongs here as well. In annex 2 it marks the connection and service works to the existing utility infrastructure carried out on public land, uses the current-state site plan as its base, and on it are marked the routes, the dimensions and the levels for positioning the chambers, invert and cover, and the wall niches. It is produced electronically at an accuracy matching a scale of 1:1,000 or 1:500, in the Stereo 70 system.
That is the difference in regime: the rest of the installations part is presented in principle, while this one is drawn to scale, in the same coordinate system as the drawings covered in the site plan.
A note on sourcing: the shorter formulation in circulation, about the location of urban utility networks at a single 1:500 scale, comes from annex 5, which is the content framework for demolition, not for construction. It is the same annex mix-up described in the technical report model and the wrong annex, which also shows how many written pieces the services part actually calls for.
