The fire-safety scenario at permit stage

The urbanism code mentions it exactly once, and not as a dossier piece. At permit stage you file the technical memo, and the scenario develops out of it.

A designer wrote to us that the fire-safety scenario had been requested along with the permit dossier. It is worth saying what the code actually says, because it does not say that.

One mention, and it points forward

Article 265 letter l) requires, for buildings that need a fire-safety authorisation, the documentation on compliance with fire-safety rules. That documentation contains the technical memo on meeting the fire-safety requirement.

About the memo, the text says two things: that it carries the technical elements needed to issue the approval, and that it sets the main design coordinates. Then it adds that it will be developed into the fire-safety scenario.

That is the only appearance of the word scenario in the entire code.

What it means in practice

That the piece required at filing is the technical memo, not the scenario. The scenario is the stage at which the memo grows, not a parallel document you must have ready on the same day.

The confusion has a real cause: the scenario is governed elsewhere, by the specific fire-protection rules, and pre-code practice often asked for it early. The code does not remove it. It places it after the memo.

What we are not saying

We are not saying no town hall and no inspectorate will ask for it earlier. The special fire-protection law keeps its own requirements, and we have not checked it here. We are saying only what the code asks of the permit dossier, because that is what the question was about.

The condition worth reading twice

Letter l) applies to buildings that require a fire-safety authorisation under the special law. Not to all of them. The first question is not which document you prepare, but whether your building falls in that category, and the answer is not in the code.

Who signs each piece is in who signs the project, and the stage after authorisation is in the permit project is not the build project.
