Anyone who commissioned a project in July now holds documentation labelled DTAC, a term the law no longer uses. The question that reaches us is not what the new name means. It is whether the paper is still good.
The new name and what the documentation contains are on the PAC page. This looks at something else: what the code says about procedures that were already under way on 25 August 2026.
Three sentences from article 582, and what each one covers
First, paragraph (1), and this is the trap. It speaks of “Procedurile privitoare la elaborarea, avizarea și aprobarea documentațiilor de urbanism și a celor de amenajarea teritoriului”, procedures for drawing up, approving and adopting urbanism and spatial-planning documentation, which “demarate anterior intrării în vigoare a prezentului cod, rămân supuse dispozițiilor legale în vigoare la data inițierii acestora”. Urbanism documentation is, by the code’s own definition, the PUG, the PUZ and the detail urban project. A DTAC is not urbanism documentation, it is technical documentation for a permit, so paragraph (1) is not about your file.
Second, paragraph (2) is an exception to the first, so it carries the same limit: for approvals not yet obtained, the procedure “poate fi continuată simplificat”, may continue in simplified form, counting the approvals already obtained, “care își păstrează valabilitatea”. That helps someone with a PUZ under way, not someone with a permit file.
Third, paragraph (4), which is the one that does cover a permit file: “Certificatele de urbanism emise anterior intrării în vigoare a prezentului cod își păstrează valabilitatea”, urbanism certificates issued earlier keep their validity, and the permit is issued on the approvals requested through that certificate, granted under the rules in force on the date it was issued. Yours did not expire on 25 August because the code changed, and the approvals it asked for are not started again.
What this does not settle
None of the three sentences says anything about the title on the cover. The documentation does not become invalid because it carries an abbreviation the law has retired, and it does not become valid because you changed the title. What counts is when the procedure started.
In practice, for a permit file the date that counts is the one on the urbanism certificate, not the one on the cover and not the title of the piece. The approvals it asks for are granted under the rules in force on its date, and the permit is issued on them, even if the drawings are from June and even if they say DTAC.
Where the confusion actually comes from
Three places, and none of them is the law: town-hall websites, where document lists are updated late; design contracts signed in the spring, which name the deliverable DTAC; and design quotes that still use the term because that is what clients search for.
None of that changes the code. All three explain why the old term will keep circulating for years after leaving the law.
What we check in a dossier from this period
The date the procedure runs from, not the date on the cover. Whether an urbanism certificate was issued earlier, and what validity period it carries. And which approvals are already in hand, because those are exactly the ones paragraph (2) preserves.
