Most duties in the code can only be checked if you have a dossier in. Article 314 is the exception: anyone can check it, from the street or from a website, without filing anything. What the document itself is stays on the urbanism certificate page.
The list of urbanism certificates, monthly
Paragraph (1) says the list of urbanism certificates is public, is updated and displayed monthly at the issuer’s premises and on its own website, and covers the certificates issued including in the previous month, in the order they were released.
The minimum content is specified: the property’s address, the cadastral and land book numbers, and the purpose the document was issued for.
Permits, and refusals, within 30 days
Paragraph (2) goes further. Within 30 days of issuing building or demolition permits and of the acts refusing applications, the issuing authority must make the information about the permits and their annexes available to the public.
The word to hold on to is refusals. It is not only what was approved that becomes public, but also what was turned down.
There are two routes and the text lists them: access at the premises, by display or by consultation on request, and publication on the authority’s website in a dedicated section, or on the digital issuing platform.
Why this interests us
Because it is the only indicator of local practice anyone can read, with no contacts and no dossier. If the monthly list is not on the town hall’s site, that says something about how the rest will go, and if it is there, it shows you what has recently been permitted near you.
That is also the opinion part: we expect the monthly list to be the first thing applied unevenly, because it carries no visible sanction deadline and depends on who maintains the page. What the code standardises and what stays local is in what the code standardises, and who signs the permit is in who issues the building permit.
