DTOE is gone. What you authorise now

The code replaced the site-organisation documentation with a separate permit. And the abbreviation POE, which circulates online, appears nowhere in it.

Of the three abbreviations retired with the urbanism code, DTOE is the only one that did not get a replacement. DTAC became PAC, DTAD became PAD, and site organisation got something else: a permit of its own.

What it authorises and how it is obtained are on the amenajare permit page. This article is about what changed in the naming, and about an abbreviation that does not exist.

POE is not in the law

It circulates online, in design quotes and in document lists, as though it were the new acronym. It appears nowhere in the code. The names that do appear are the autorizație de amenajare a organizării execuției, at article 291, and the site-organisation project, at article 517. Neither is abbreviated in the code.

We mention it because it is the kind of detail that ends up in an email to a town hall and produces one more question. If someone later confirms the abbreviation appears in a ministerial order, that changes. It is not in the code.

What actually moved

Not just the label. Under the old law, site organisation was technical documentation filed alongside the rest of the dossier. The code treats it as the object of a permit: the temporary preparatory works, both on the investment plot and on space temporarily occupied outside it.

The difference shows in who applies. It may be requested together with the building permit or separately, by the general contractor. That is a different party from the beneficiary, at a different moment from the main filing.

What this means on a house site

On a single home, site organisation looks like a formality: a fence, a hut, a chemical toilet, an unloading area. It becomes something else the moment you occupy the pavement or part of the carriageway, because the road administrator then enters the picture.

The documentation covers the technical memo, the site plan, and the road administrator’s approval or the paperwork for occupying public space. That last item is the one that runs late, because it depends on an institution other than the town hall.

What we are watching

Practice will decide whether contractors request the permit separately, as the code allows, or stay with filing it alongside the building permit. The difference changes who pays and who carries the delay. The stage the project reaches after authorisation is in the permit project is not the build project, where this step sits in the sequence is in the order of the steps, and who may sign each piece is in who signs the project.
